Goa Introduces Tamper-Proof QR Stickers On Alcohol For Digital Tracking 

The party capital of India, Goa, has introduced a new rule for all liquor bottles in the state. Under the new rule, all liquor bottles must carry tamper-resistant, high-security QR code stickers. These stickers will help in establishing a strong, foolproof tracking and tracing system. Here's everything you must know about this new rule by the Goa government.

The official gazette has published a new notification regarding an amendment to the Goa Excise Duty Rules of 1964. This new regulation from the Goa government applies to manufacturers of wine, beer, country liquor, and Indian Made Foreign Liquor (IMFL). It also extends to importers and bottling units supplying liquor in packages from both India and overseas to the state.

The Goa government has made it clear that no bottle will be allowed to circulate without a QR code. This means that bottles cannot leave licensed premises, manufacturing units, or warehouses unless they have QR code stickers affixed to them.

Why QR-enabled Labels?

The Goa government has implemented a new rule to track and trace bottles more effectively. This initiative allows authorities to monitor both the origin and movement of each individual bottle. It also facilitates refunds under the Deposit Refund System (DRS).

The DRS is a management system designed for handling waste, particularly glass bottles in the alcoholic beverage industry. As part of this system, consumers will have to pay a refundable deposit of INR 10 for each can or bottle when purchasing liquor. This deposit can be easily reclaimed by returning the empty container to designated recycling centers.

Implementation In Phases

The excise commissioner will procure the QR-enabled labels centrally. These labels will be for all stakeholders through designated agencies in order to streamline the implementation. According to the new rule, it is clearly stated that there will be no sanctioning of any wastage allowance. This also applies to damaged or lost labels, as they will also charge a regulatory fee. 

The importers will have the flexibility to paste the labels at either of the two allowed premises. One is at their licensed facilities within Goa, and the other is the manufacturing source itself.  

This new rule will also empower the excise commissioner with implementation, along with proper and prior government approval. The commissioner can roll out the implementation of this new rule in phases across various categories. These categories include pack sizes, liquors, manufacturers, and even geographical areas.
