Under the revised rules issued, people hosting non-commercial gatherings such as birthday parties, wedding receptions, and private social gatherings will now have to pay INR 20,000 per day for a temporary liquor permit. Previously, the fee stood at INR 11,500 per day. The authorities have also clarified that permit applications must be submitted at least seven days before the event. Those seeking urgent approvals within 24 hours will now have to pay INR 40,000 per day under the Tatkal approval system.

The introduction of the revised rates applies to gatherings where alcohol is served exceeds the permitted limit under the revised regulations. 

Smaller Gatherings Remain Exempt

Despite the increase in permit fees, the government has retained an exemption for smaller private gatherings.

Households will not require an excise licence if alcohol consumption remains within prescribed limits of up to nine litres of Indian Made Foreign Liquor (IMFL) and 18 litres of beer or wine. Organizers of concerts, exhibitions, fairs, cultural programs, corporate events, and New Year celebrations will now have to pay INR 75,000 per day for a temporary liquor permit. For urgent approvals under the Tatkal system, the fee has been fixed at INR 1.5 lakh per day. Officials have stated that the revised fee structure has already been formally notified by the finance department and is now part of Karnataka's updated excise framework.

Karnataka Introduces New Event Classification

One of the more notable changes introduced under the revised framework is the formal distinction between commercial and non-commercial events. Non-commercial events are categorised as private or social gatherings organised without profit, entry fees, or any payment linked to the service or consumption of liquor. Non-commercial events held at public venues will also require a CL-5 licence. Under Karnataka's new Alcohol in Beverage (AiB) policy, prices of several mild and lager beer brands have been reduced by nearly 20 to 25 per cent, particularly for products containing up to 5 per cent alcohol by volume (ABV).

The revised excise policy in Karnataka has also brought significant reductions in the premium Scotch whisky category. The price of a 750ml bottle of Johnnie Walker Black Label and Chivas Regal has been reduced by nearly 20 per cent. Bottles that previously retailed at around INR 5,190 will now cost approximately INR 4,100. The move is expected to benefit consumers who regularly purchase imported premium whisky brands.
