Karnataka To Introduce Alcohol-In-Beverage Taxation System From April 2026

Karnataka Chief Minister Siddaramaiah on 6th March, Friday, announced his 17th budget as the Finance Minister. It outlines an INR 4.48 lakh crore spending plan for the financial year 2026 to 2027. He has announced a major part of this state’s excise framework in the Budget, which proposed an AIB-based (Alcohol-In-Beverage) taxation system. What is this system? What will be the effects? The Alcohol-In-Beverage Taxation System is a globally recognised system that taxes alcohol based on its alcohol content rather than volume at fixed prices. The AIB system is said to be a global standard that takes the alcohol content into consideration to take care of the negative effects of the same.  It puts a standard tax on all alcoholic beverages based on their alcohol strength.

Gradual Price Revisions 

The state’s excise revenue is growing, with the record collections up to February at INR 36,492 crore in the financial year 2025-26. This is a clear rise of 12.7 per cent when compared to last year. The target set by the government in excise revenue for 2026-27 is around INR 45000 crore. 

Authorities mentioned that to avoid any sort of disruptions in the market, the price revisions will be gradual. The state also plans to go ahead with a uniform excise duty system that is duly based on the content per litre in the next three to four years. 

The government will simplify alcohol pricing by cutting price categories from 16 to just 8. It will be mandatory for people to pay a standard tax on the alcohol content itself. Then, the extra taxes will be added only based on set price ranges that will be coming straight from the factory, as decided.

Proposed Reforms Under This System

The authorities also announced new technology to help understand any sort of revenue drops in the sector. It will be introducing blockchain-based digital tracking systems in order to understand the movement of alcohol. They have proposed some reforms under this system. One of them is that the government prices will be discontinued. 

The physical security will be replaced by geo-fenced e-lock systems. This will help in real-time tracking of dispatches. Breweries and distilleries will get to operate and dispatch products all day long.  

There are also plans to promote tourism linked to the alcohol industry. This will allow distilleries and breweries to host tasting sessions for visitors and also sell their products.
