If you are coming back from Goa to Mumbai, carrying a bottle or two of alcohol in your luggage can seem pretty normal. You buy the bottle from a licensed shop, keep the bill and put it in your bag. But there is one thing that gets confusing here: being allowed to carry alcohol on a flight is not the same as being allowed to bring that alcohol into Maharashtra.
So, can you bring alcohol from Goa to Maharashtra? There is a Goa Excise process for people leaving Goa with liquor for personal consumption, but Maharashtra is not clearly included in the current Goa destination list. Here is what you actually need to know.
If you are flying from Goa to Mumbai, alcohol can be carried in checked-in baggage, subject to the airline's rules. For example, Air India currently says alcoholic drinks cannot be carried in cabin baggage but can be carried in checked baggage. For alcohol between 24% and 70% ABV, the airline allows a total of up to 5 litres per passenger, with the bottles in original retail packaging and each container not exceeding 5 litres.
So if you have a 750ml bottle of whisky bought in Goa, the airline side is generally not the difficult part.
You should pack it properly, keep it in the original sealed bottle and put it in your checked luggage. Do not turn up at the security checkpoint with a full bottle of liquor in your hand baggage and expect it to go through like a normal water bottle.

The Goa Excise Department says that a person who wants to take liquor out of Goa for personal consumption can obtain a transport permit called Form E7A. The department says this can be obtained from an authorised liquor dealer, a Taluka Excise Station, the office of the Commissioner of Excise or an Excise checkpost.
This is the part that is useful if you are actually planning to take a bottle home. Before leaving the liquor shop, ask the shop whether they can arrange the E7A transport permit for your destination.
If they cannot, you can approach the nearest Taluka Excise office or an Excise checkpost and ask specifically for an E7A permit for personal consumption while leaving Goa.
The Goa Excise Department has a destination-wise list for liquor being taken outside Goa. It gives specific quantities for places including Delhi, Punjab, Rajasthan, Assam, Himachal Pradesh, Odisha, Madhya Pradesh, Jammu and Kashmir, Manipur and Kolkata. Maharashtra is not listed in that current destination table.
So if you are flying Goa to Mumbai, the safest process is to check the Goa Excise side before you buy the bottle, and specifically ask whether an E7A permit can be issued for Maharashtra.
Step 1: Buy from a licensed liquor shop in Goa.
Do not buy an unlabelled bottle from a random source just because it is cheaper. Keep the original bill with you.
Step 2: Tell the shop you are taking the bottle out of Goa.
Ask if they issue an E7A personal transport permit and tell them your destination is Maharashtra.
Step 3: If the shop cannot issue it, go to the Excise office or checkpost.
Goa Excise says E7A permits can also be obtained through Taluka Excise Stations, the Commissioner of Excise office and Excise checkposts.
Step 4: Ask one very specific question.
Say that you are travelling from Goa to Maharashtra for personal consumption and want to know whether the department will issue an E7A permit for that destination.
Step 5: Keep the permit and bill with the bottle.
If you are given the permit, keep a physical or digital copy with you while travelling.
Step 6: Pack it in checked baggage if flying.
The airline rules are separate. Air India's current policy, for example, permits qualifying alcohol in checked baggage but not cabin baggage.

Yes, Maharashtra State Excise has several individual liquor permits. For example, the department lists FL-X-C, a permit for the purchase, possession, transport, use and consumption of foreign liquor and country liquor in Maharashtra. Its current licence list was reviewed in August 2026.
There is also an FL-F one-day permit for the purchase, possession, transport, use and consumption of foreign liquor in Maharashtra. The official page lists the fee as INR 5 and says applications can be made online with age verification.
However, this is important: do not assume that an FL-F permit automatically gives you permission to import a bottle from Goa into Maharashtra. The official FL-F page describes it as a Maharashtra one-day permission for foreign liquor, not as a specific Goa-to-Maharashtra import permit.
Airline-wise, yes, if it meets the airline's baggage rules. Excise-wise, don't assume that means it is automatically legal to bring it into Maharashtra.
If you want to bring alcohol back from Goa, the sensible thing is to sort out the Goa Excise position before leaving Goa, rather than buying the bottle first and trying to figure out the rules at Mumbai airport.
For road travel, the same principle applies. Putting the bottle in your car does not remove the excise requirement. A bus ticket or flight ticket also does not work as an alcohol transport permit.

If I were flying back from Goa to Mumbai, I would definitely check this before buying an expensive bottle. The flight itself is not really the confusing part, because airlines have clear baggage rules for alcohol. The confusing bit is the state excise side, and I would rather spend ten minutes confirming the permit at the Goa Excise office or authorised shop than rely on the usual “two bottles are fine” advice.
You can carry qualifying alcohol in checked baggage on a Goa-Mumbai flight, but airline permission is different from Maharashtra excise permission. Goa provides E7A permits for liquor taken out of the state, but Maharashtra is not in the current destination list. Check with Goa Excise before buying and keep your bill and permit safely.
