
Delhi liquor stores are all set for a stylish revamp in the wake of Delhi’s 2022 excise policy reforms! The Delhi government plans to modernize select retail liquor outlets throughout the city, especially in high-footfall areas, to improve consumer experience and streamline operations. The initiative to modernize Delhi liquor stores is being led by the Delhi State Civil Supplies Corporation (DSCSC). It manages one of the city’s largest networks of liquor stores. Under the initiative, the Delhi government will enhance consumer experience and streamline operations by modernizing select retail liquor stores in high-footfall areas in the city. These include areas like Panchkuian Road, Dwarka, INA, Yusuf Sarai Market, and Janakpuri.
The revamped Delhi liquor stores will feature several new improvements to enhance customer experience and streamline business. The outlets will feature a walk-in facility, with improvements in store layout, lighting, shelving, and billing systems.
The first batch of modernized stores will be located in some of Delhi’s high-footfall areas like Panchkuian Road, East Baldev Park, Uttam Nagar, Janakpuri, Dwarka, INA, and Yusuf Sarai Market.
Authorities associated with the initiative have stated that they’ll soon hire an agency to get 2D concept redesigns. The agency will provide them with a minimum of two design options per store, along with project management consultancy services. Officials also stated that they will work on store layout optimization, shelving and lighting according to consumer psychology trends, clear product zoning, upgraded billing counters, and back-end storage planning. All of these features will be tailored to the size of each outlet.

Delhi government has floated a tender for the project, with outlet sizes ranging from 750 square feet to nearly 1,800 square feet. Existing stores will not be rebuilt entirely, but retrofitted with modern, sleeker amenities and features. The retrofitted stores will ensure uniform branding, better customer flow, and compliance with safety and excise regulations.

The initiative comes in the wake of the 2022 Delhi excise policy reforms. These reforms restricted liquor retail operations exclusively to government-run corporations. This move ended the involvement of the private sector in liquor retail business in Delhi. The objective of this reform was to strengthen government oversight and ensure that operations and pricing stays transparent.
Currently, Delhi has over 700 government-operated liquor stores managed by four corporations – DSCSC, Delhi State Industrial and Infrastructure Development Corporation, and Delhi Tourism and Transport Development Corporation, and Delhi Consumers’ Cooperative Wholesale Store Ltd.
The Delhi government, under its new excise policy, will now allow consumers to pre-book liquor purchases under a new application. With just a few clicks, Delhiites will be able to check real-time stocks and pre-book their favorite booze using this user-friendly app. It will scan nearby stores and present real-time data. It will also allow pre-booking options and offer a one-hour pickup window.
It is expected that the new excise policy will enter public domain for stakeholder feedback by January 2026. Once it receives a green signal under this feedback, it will be sent for approval from the Cabinet and Lieutenant Governor before official notification.
Current Delhi Chief Minister Rekha Gupta has emphasized creating a “foolproof and transparent” framework that would draw from the best practices of other states and ensure maximum revenue.
