Individuals Can Hold Multiple Retail Liquor Shop Licenses

The policy transitions retail liquor sales from government-controlled to private hands. Meanwhile, the state government retains its control over wholesale operations through the Jharkhand State Beverage Corporation Limited (JSBCL). This shift aims to modernize the liquor trade while curbing irregularities and enhancing revenue.

There were licenses allotted for retail liquor shops through a transparent lottery system that was held in August 2025. A total of 1,343 retail liquor shops were distributed among private players, with provisions allowing individuals to hold multiple licenses, which is up to 12 shops per district and 36 across the state.
